Chairman | Keelung Hong, Ph.D., Founder, Chairman, & CEO
Dr. Hong joined the Liposome Research Laboratory (LRL) as a research scientist at the Cancer Research Institute of University of California, San Francisco for twenty years. After serving as a consultant to several biotechnology companies including Nycomed, Salutar, Onyx, and Sequus, he founded Taiwan Liposome Company (TLC) in Taiwan in 1997 and co-founded Hermes Biosciences in the United States in 1998. Dr. Hong has pioneered the study of the structure and function of biomembranes. With his long time devotion to the advancement of cancer therapy he has achieved a series of breakthroughs in drug carrier technology for improving drug and gene delivery and is an inventor on a number of patents. Dr. Hong has authored and coauthored more than a hundred scientific publications and two social science books, titled "Taiwanese Culture, Taiwanese Society" and "Looking through Taiwan" .

Dr. Hong received his B.S. in chemistry from Taiwan Cheng Kung University and M.S. in chemistry from the University of Texas at El Paso. He then earned a Ph.D. in Chemistry at the University of California at Berkeley and conducted postdoctoral research at Stanford University.

Board Member | Yu-Bei Wang, General Manager of Nang Kuang Pharmaceutical Co., Ltd.
Ms. Yu-Bei Wang founded Nang Kuang Pharmaceutical Co., Ltd. in 1963 with her husband, Mr. Li-Xian Chen. Nang Kuang has developed into Taiwan’s largest LVP manufacturer, with total assets exceeding one billion dollars and a workforce currently standing at nearly 300 employees. Nang Kuang is a publicly traded company on the stock exchange and has been accorded the mandatory cGMP certification, as required by the Bureau of Health, while also obtaining ISO 9001 certification and many licenses to export products overseas. Ms. Wang currently serves as the General Manager of Nang Kuang, with her husband, Mr. Chen serving as the Chairman of the company.

Board Member | Hong-Jen Chang, President & CEO of Taiwan Global Biofund
During his long years of service with the government prior to joining Taiwan Global Biofund, Dr. Hong-Jen Chang held several important positions such as Deputy Minister of health, President & CEO of Bureau of National Health Insurance, and Director General of Center of Disease Control. Dr. Chang is known for his expertise in Health Insurance, Disease Control, Biotech and pharmaceutical industry and Health information systems. Dr. Chang received his medical degree from National Yang-Ming Medical College, he also holds Master of Science in Public Health from National Taiwan University, and Master of Health Policy and Management from Harvard School of Public Health.

Board Member | Marietta Wu, MD, Ph.D., Managing Director of Burrill and Company
Prior to joining Burrill, Dr. Wu held professional positions with Edwards Lifesciences and Eli Lilly & Company. She was Director of Strategy at Edwards, responsible for the strategic planning in the biologics program. At Eli Lilly & Company Oncology and Integrated Biology, Dr. Wu oversaw finance, business development, pipeline valuation, organizational restructure and outsourcing strategy. She also worked at Eli Lilly’s M&A Group and with Oncology Discovery Research. Dr. Wu founded BioHorizon, a consultancy focused on value creation in the life sciences industry across the Pacific Rim. She advised a number of biotech start-ups and venture capital firms.

Dr. Wu’s scientific expertise centers on basic and clinical research in oncology and neuroscience. She was selected by Nobel Laureate Dr. Marshall Nirenberg as an IRTA Fellow at the National Institutes of Health (NIH). Dr. Wu received her M.D. from Shanghai Second Medical University, a Ph.D. in Medical Sciences from Medical College of Ohio, and an MBA from the University of Michigan Business School.

Board Member | Amy Huang
Ms. Huang has over 30 years of experience in the pharmaceutical industry and is most recently the Vice President and Area Director of GlaxoSmithKline, responsible for all commercial operations of GlaxoSmithKline in China and Hong Kong. From 1997 to 2005, Ms. Huang was the Managing Director for GlaxoSmithKline Taiwan. This followed her tenure as the Marketing Director for SmithKline Beecham from 1993 to 1997. Ms. Huang held various positions within SmithKline Beecham Pharmaceuticals, including Acting Sales Manager, Product Manager, Medical and Clinical Research Manager, Marketing Manager, and Business Development Director (Taiwan & China).

Ms. Huang holds a Bachelor of Science in Pharmacy at National Taiwan University.

Board Member | Beatrice Liu, Partner of BDO Taiwan
Ms. Liu is currently a Partner at BDO Taiwan, a joint accounting firm and a member of a UK company, BDO International Limited. Ms. Liu also serves as the Director of the ROC Association of Certified Public Accounts and a member of American Institute of Certified Public Accounts.

Ms. Liu holds a Ph.D. in Accounting from Xiamen University, a M.A. in Accounting from University of Illinois at Urbana-Champaign, and a B.S. in Taxation at National Cheng-Chi University.

Observer | Chin-Fen Huang, Managing Director of Long Chain International Corporation
Mr. Huang has been with Long Chain International Corporation since 1982, and currently serves as the Managing Director. He holds special interests in forensic science of Analytical Chemistry, application of Bio-sensor in the herbicide analysis and use of Chromogenic substance in Microbiology Identifications. Mr. Huang graduated with a B.Sc. degree from Department of Pharmacy at Taipei Medical College.

Observer | Matthew C. Chan
Mr. Chan has over 12 years of experience in the Investment Banking industry. He worked for Morgan Stanley as Vice President and Head of Asia Pacific Equity Financing Products between 1999 to 2006. Mr. Chan joined Societe Generale's Hong Kong office in 2006 till 2010. As a director of Hedge Fund Sales Team, he was responsible for providing various derivative solutions and ideas to institutional clients in the Asia Pacific region including Japan. Mr. Chan received his Bachelor of Business Administration degree from The Chinese University of Hong Kong, and MBA degree from University of Michigan at Ann Arbor.

Observer | Vincent Ta-Kuan Yang
Mr. Yang has over 10 years of experience in the Financial industry. He worked for Smith Barney Citigroup and R&K Consultants Ltd. as Manager before he became the Board of Director at Hsing Ta Cement Company Ltd. Mr. Yang received his Bachelor degree in Accounting from National Taiwan University, and MBA degree in Finance from University of Southern California.
